台灣的樹藝行業發展,將會由過去的群衆討論階段,開始進入行政立法階段,當然其中也會有多方協調的局面出現,但 CAA 總的感覺了台灣是走出了正確的第一步,把樹藝行業從綠化工程中分割出來,給予它應有的專業地位。

 

樹藝學跟園藝學、生物學、景觀學、環境學等等學科非常不同,傳統的植物學理論普遍不應用於樹藝學,這個明顯的反映在樹木生物學、施肥方法、風險管理、工地樹木保護、修剪學、樹木攀爬、樹木工作安全等等上面。  樹藝學已有超過百年歷史,全球參與的學術機構眾多,是一門普世學問。

 

目前本地區有些城市 (香港?),可能為了配合其所謂的 “本地化” 政策,罔顧國際走勢,努力利用其傳統綠化知識平台,採用行外人仕,包括搞園藝的、搞工地安全的、搞環境生態的,隨便冠其一個當地綠化團體認證,便大搞各類 “樹藝” 認證課程,更與當地把關機構裡應外合,以表其專業水平已經達到了應有水平,並計劃用其逐步取代國際證照,特顯其當地訓練已經達標。  如此 “農業學大寨” 的做法,希望兩岸四地不要效法,樹藝知識和經驗需要聚績經年,人才亦非其他行業能夠隨便替代的。  如果一方只顧好大喜功,心存歪想,大搞各類 “速成斑”, 執令 “本地化” 優於一切,令樹藝行業充滿了 “真綠化、假樹藝” 的人才,這樣子只會對社會無益,令砍樹變成了家常便飯,最終只變成自欺欺人,累人累己。

 

在國際上,好的 “樹藝師” 必須在知識和能力上,能站穩在國際舞台上與其他同行比較,不能自吹自擂,夜朗自大。  CAA 目前只承認國際上有歷史、經過考驗的樹藝文憑或證書,而對某些城市自產的證照充滿疑惑。  皆因 CAA 是大中華地區的樹藝組織第一家,十年來穿梭國際舞台,看通看透了;自身會員擁有的國際證照也是最高最多的,能夠比較罷了。

 

台灣目前所提出的樹醫師需要證照,有可能傾向採用 美國 “國際樹木學會” 和日本 “樹木醫” 的制度作為參考藍本,對此本會非常同意,樹藝發展必須從一個基礎開始,CAA十年前也是走同樣的路。  然而在這兩個制度裡,一個是採用英語,另一個則用日語;一個只考選擇題,而兩個都不進行實務操作訓練,這也是 CAA 目前研發 “中華註冊樹藝師” 證照所考慮到之處。  在其證照發出以後,接下來的三年間的學分 (CEU) 問題也要解決,是用英語的好還是用日語的好,還是把所有知識翻譯成為中文,目前多少人有這個能力啊?  還有,樹藝師制度必須分成等級,CAA 的已經分成五級 (http://www.chinaarbor.com/%E9%97%9C%E6%96%BC%E6%88%91%E5%80%91/%E6%A8%B9%E8%97%9D%E5%B8%AB%E5%88%B6%E5%BA%A6/) ,各城市也應考慮如此方向,各備所須。

The Chinese news link below has described how Taiwan is now considering to begin the Arborist Profession by registering their “Tree Doctor” with training & credentials:

CAA welcomes such a move by the Taiwanese Govt, & would regard it as dawn opening for the Arborist Profession there, to be taken apart from their traditional horticulture & landscaping industry.

 

The article has mentioned that Taiwan will incline to follow the ISA Credentials & the Japan Tree Doctor system in their registration.  It also said Taiwan has only 5 persons holding such credentials at present, & may need up to a thousand numbers for their Tree Doctor registry.

 

If the system becomes approved by the senior levels in the Taiwan Govt later, soon a new breed of Arborists will appear to serve the Tree Care Industry in Taiwan, from the traditional gardeners & landscapers.  Pruning, transplanting & tree inspection will need to follow international practices.  Landscapers will need to learn new skills & techniques to join the profession, rather than continuing their traditional way.  This is good news to the Arborist world indeed.

 

On the other hand, nearly all landscapers & horticulturists do not speak English in Taiwan.  Arboricultural knowledge is also hard to translate into the Chinese language.  CAA is so far the only Arbor Group which has produced Tree Care articles in Chinese to put online for sharing (www.chinaarbor.com) .  Asking practitioners in Taiwan to learn English is also impractical, & what about updating their knowledge & CEU after getting overseas credentials.  There are a strong of issues for consideration.

 

Another of our concern would be that we have seen HK gradually paralleling local credentials with the international qualifications in the name of “localization”.  This may only be good if the local training & credentials can really meet the standards of the international institutes, rather than doing it for one reason or another.  We have seen some of the trainers coming in from  construction safety, environmentalists & landscapers.  Some don’t even speak enough English to understand.  Arboricultural knowledge has come over a hundred years to today, & a city with just a few years of international practices may have a lot to learn from the advanced world.  Hurrying it up may lead to side effects.   This is something that we wish not to see happening in Taiwan.

 

Anyway, Rome was not built in a day.  When there is a will, there is a way.  May Taiwan march out strong on their first important step, & CAA would like to see other cities in our territory to follow very soon.
